The widget is three controls sitting on one line in the bottom-right corner of a board:

Why the bottom-right corner#

Because it is the least valuable space on a rectangle of icons. Icons fill a grid from the top-left, so the bottom-right cell of the last row is usually empty anyway. Putting the controls there costs nothing, whereas a title bar across the top costs a full row of height on every board on screen at once.

With outlines hidden, the widget appears only while the pointer is over the board, so a board at rest is nothing but your icons on your wallpaper.
